That is true, and a good point.  But the king, the leader of the elite army known as the hero of the legion, and the other leaders, all under 5th level or even lower.  Just seems under-powered.

Remember that Thunderhold was originally a part of the City State of the Invincible Overlord Play Aid for 0e D&D. Maximum level was 9th for a Fighting Man. You can't have everybody being a bad...

Ehh, leave the guy in there. If they kill him, maybe one of the dwarven defenders will step up to take his place. That way you have your cake and eat it too.

I keep the old name level convention in my 3.5 game. Thus, 9-10 is lord of a hold. A second in command is going to be 5-6. Somebody who leads the cavalry or runs a ship can be 3-4. It explains why...

I think either retiring after that level or moving to a more political game is best. Still some insist on high level combat. For their DMs, there is the ELH.
